Syria Secures Historic Offshore Oil Deal with Chevron and Qatar Investor (2026)

Syria's oil industry is making a significant move forward with a groundbreaking deal. The country's state-owned petroleum company has signed a memorandum of understanding with Chevron, an American energy giant, and a Qatari investor, marking a pivotal moment in Syria's energy sector. This agreement aims to strengthen strategic partnerships and pave the way for offshore exploration and the development of oil and gas resources in Syria's territorial waters. It's a crucial step towards expanding hydrocarbon production and attracting much-needed foreign investment.

The deal, witnessed by the U.S.'s special envoy to Syria, Tom Barrack, signifies Syria's first formal venture into offshore energy exploration. CEO of the Syrian Petroleum Company, Youssef Kabalawi, described it as the most significant offshore energy exploration deal in Syria's history. With mobilization and drilling set to commence before summer, the company estimates it could take up to four years to reach the gas reserves.

This development comes as a relief for Syria's oil and gas sectors, which have been severely impacted by the country's prolonged conflict. The war, which has claimed half a million lives and caused widespread destruction, began with an uprising against President Bashar Assad's government in March 2011. Prior to the conflict, the oil sector was a cornerstone of Syria's economy, producing around 380,000 barrels a day and generating over $3 billion in exports to Europe in 2010. Oil revenues accounted for approximately a quarter of the government's budget at the time.

The recent capture of oil-rich eastern Syria by Syrian government forces from Kurdish-led fighters could further facilitate exploration in some of the country's largest oil fields. The new authorities, who came to power after removing Assad in December 2024, are actively working to revive Syria's economy, and this deal is a significant step in that direction.
